VNGA sets 2023 General Assembly priorities, schedules legislative reception

RICHMOND, Va. – As the 2023 Virginia General Assembly session kicks off its 30-day legislative session, the Virginia National Guard Association outlined a public policy agenda focused on strengthening the benefits that Virginia National Guard’s Soldiers and Airmen receive. Among the priorities, the VNGA will advocate for the passage of:

House Bill 1388, presented by Delegate Hyland F. “Buddy” Fowler (R), representing House District 55, establishes free entry and parking at Virginia’s State Parks. Take action here.

Senate Bill 1210, presented by Senator T. Montgomery “Monty” Mason (D), representing Senate District 1, increases the state tax exemption from $3,000 to $6,000. Take action here.

Senate Bill 1202, presented by Sen. Bryce E. Reeves (R), representing Senate District 17, extends in-state tuition rates to non-Virginia residents who serve in the Virginia National Guard. Take action here.

House Bill 1882, presented by Del. Nicholas J. Freitas (R), representing House District 30, establishes voluntary Health Savings Accounts. Take action here.

“The lingering threat of severe weather and global turmoil continually demonstrates the critical role that the Virginia National Guard plays in the wellbeing of the communities we serve,” said Andrew J. Czaplicki, VNGA president. “The past year has tested and strained our force unlike ever before. Our policy priorities for this year’s General Assembly help ensure the financial stability and recognition that Soldiers and Airmen need to continue meeting Virginia’s needs—through this period of global turmoil and beyond.”

Lawmakers begin in-person meetings Wednesday, January 11, 2023, and will be in session for the next 30 days, which is often extended to 45 days.

“We rely heavily on grassroots input from the general population, not just currently serving members of the Virginia National Guard,” explained Czaplicki. “Our Soldiers and Airmen serve our communities, which means that everyone living in Virginia should advocate for favorable policies and laws that provide for and protect our Virginia National Guard.”

To aid lawmakers with understanding the National Guard the VNGA has scheduled a Legislative Reception. Held Thursday, January 26, 2023, at the Library of Virginia, Czaplicki intends to broker opportunities for engagement. Send your legislators an invitation here.

“Advocacy and legislative affairs are key components in our efforts to secure the most effective benefits and resources that support our warfighters,” Czaplicki said. “This reception offers direct access to our legislators, their staff and members of the administration in a casual environment where our members can ask share their stories and experience, as well as learn more about the issues and opportunities facing the commonwealth.”

This is the 12th year the association has hosted a legislative reception. This year’s presenting partner is The Roosevelt Group. The reception will follow an organized Professional Development Session sponsored by the Office of the Adjutant General, which begins at 4:30 p.m. at the same location, the Library of Virginia.

All members of the General Assembly, the incoming gubernatorial administration, the U.S. congressional delegation and of the VNGA are encouraged to attend.
